A stalled recording now finishes or fails

A check runs every ten minutes and hands a stuck message back to be processed again, up to three times, before marking it failed. Separately, a failed write at the very end of processing now fails the whole message. Before this it left the message without a transcript while the notification and the webhook still went out, which is the worst of both: you were told a message had arrived and then found nothing in it.
